Elementary level
Unit 1: Inquiry & Discourse
TLW identify and discuss policy issues, selecting one issue to pursue for
further research and development.

Unit 2: Discourse & Investigations
TLW gather support for the issue students have selected by conducting a
survey and doing research using traditional and online research.

Unit 3: Discourse & Decision Making with Possible Citizen Involvement
TLW write a position paper on a chosen public policy issue and justify
that position with reasonable arguments. A local action plan may also be
developed by students and teachers.

Middle School level
Unit 1: Inquiry
TLW identify and discuss public policy issues, selecting one issue to
pursue for further research and development.

Unit 2: Public Discourse & Decision Making
Students will engage their peers in constructive conversation about issues
of public policy. Students will also arrive at a position on an issue of
public policy and express that position both orally and in a position paper
with reasoned arguments and research.

Unit 3: Citizen Involvement
Students will collectively determine a course of action based upon extensive
research of a public policy issue and develop an action plan. Students will
create a bulletin board of a public policy issue road map and decide upon
which activities they will conduct to evaluate its effectiveness.

High School level
